Bush Executive Order

Didn't he sign something before the wars to give immunity to pretty much everyone involved? (I'm not talking about EO 13303.)

The reason I ask is that he was asked at Johns-Hopkins yesterday about what laws governed the behavior of "private military contractors" in Iraq. He claimed not to know....
