Executive Order Blocking Property of Additional Persons in Connection with the National Emergency with Respect to Syria

especially this part

b) I hereby determine that, to the extent section 203(b)(2) of IEEPA (50 U.S.C. 1702(b)(2)) may apply, the making of donations of the type of articles specified in such section by, to, or for the benefit of any person designated pursuant to this order would seriously impair my ability to deal with the national emergency declared in Executive Order 13338, and I hereby prohibit such donations as provided by paragraph (a) of this section.

...of PM Hariri in Beirut and getting to people behind it. The wording leads me to think they're targeting people/bank accounts in the US; Bush** is giving the Treasury Dept the legal authority to seize accounts of US citizens or legal residents who might have been involved without prior notice or warning.

charitable giving, and American NGO assistance to them. I'm not a lawyer, but did speak a fair amount legalese in my previous life. The unilateral sanction apparently is a result of the Syrian government's unproven involvement in the assassination of Rafiq Hariri.

Not saying htey didn't do it, simply that it has not been proven, as an American I subscribe to the belief that one is innocent until proven guilty always.

Edited to add:
It also seems to put a hold on any Syrian accounts that may be held in American banks.
