Such as not charging him with obstruction, treason, or outing a CIA agent.

3. Yup, a whole spectrum of charges to choose from;
to reward or punish the whole spectrum of possible cooperation. Now, Cheney and even Bush can apparently be charged with the same spectrum of crimes, so it's worht a bit of horse-trading.

5. You've got to think about this like a crime family
Rove knows too much. He knows every skeleton. He will likely get indited. With what is in the public record and what is known of Fritz the man willing to do the right thing, this can be deduced easily. But I just don't see Bush doing anything but pre-emptive pardon. For those saying they can't do this before a finding of guilt, see Ford pardons Nixon.

If bush doesn't do this of his own accord, Rove blackmails him. There is only the slightest chance of being suicided. They will dump him from his position in the government at the WH. But he'll just go to work for RNC. If they think the PR will be too difficult he'll run the election out of public view. So I hate to burst any bubbles of those wishing to see cleaner elections outside of the Rovian ilk we've come to expect, with more limited smear and manipulation, don't. Prepare.
