How many Senators/Reps are vulnerable to BLACKMAIL?
Think about it.

The Pokergate-Hookergate matter makes 5-12 members of Congress vulnerable to blackmail. The NSA spying makes God knows how many more of them blackmailable.

Can we ever expect members of Congress to act strictly with integrity, considering the probability that many of them live under threat of blackmail?

if you're out to blackmail someone, it does come in handy if they've actually done something embarrassing.

however, if you're determined, you can engineer an embarrassment.

and of course, if you control the media, you can just plain lie.

... reminds me of the low-tech but no less effective FBI tactics during J. "Edna" Hoover's tenure. Back then Hoover could control votes in Congress by calling in wayward Congressmen and showing them his "files" on them. As a result, he pretty much had a free rein to do whatever he pleased (and FBI appropriations were seldom questioned). According to the book "Secret and Confidential," Hoover even had the goods on presidents. Nixon called him in with the intent of "firing that old fairy" and ending up backing off and spending several hours listening to Hoover recount his glory days from the early years of the FBI.
