Only 2 sitting Senators have ever been elected President. Why so few?

Only 2 sitting Senators have ever been elected President. Why so few?
I understand that JFK and Harding were the only presidents who came to the White House straight from the senate. That seems astonishing to me.

Anybody care to speculate why the Senate has so seldom been a direct stepping stone to the presidency?

that can be picked apart - "outsiders" (for example, governors) do not have this liability, at least not in the same sense.

That's what my Mom told me! :)

2. Yep
And because bills are packages, they can be tagged for voting for provisions they didn't actually support.
