More info here on how Clinton pursued a negotiation strategy with North Korea over the course of years - because his Administration determined that a military attack would result in 100,000 dead from North Korean retaliation. Really no other choice but to try to engage North Korea.
Republicans sabotaged the Clinton agreement at every opportunity. Then when Bush took office, he simply chucked the whole thing, to the shock of the South Korean president. While Clinton's agreement with North Korea was not perfect - it certainly cooled the tension instead of inflaming it like Bush did for no damn reason.
Also - look at the parallel between how Bush treated Iraq and Korea during the same time frame. Blows off North Korea's refusal to allow inpsectors and says, fine, whatever - when North Korea had a REAL chance of making nuclear weapons. Instead attached Iraq - with NO WMDs or nukes.
