Can someone explain Louisiana 02 for me?

Can someone explain Louisiana 02 for me?
Looking at the results and there are 13 total candidates! 9 of them are Democrats!

In fact, Democrats came in 1st, 2nd and 3rd. Is that a trifecta? Oh, and also 5th, 7th, 8th, 9th, 11th and 13th :lol:

Can someone tell me what I am missing here?

1. i'm pretty sure they have runoff elections, so i guess the 2 winners in each race
with the highest vote counts then have a runoff? I'm guessing here.

2. In the Louisiana system
if no candidate receives 50-percent in the general election, the top two vote-getters go into a run-off. Jefferson is the corrupt incumbent Dem, so he had a tougher race than usual this time around; though his New Orleans district is likely to remain a strong Democratic district. If it's like it's been in the past, there will be a run-off between him and the second-highest vote-getter in early December, and whoever prevails in that race will become the new Rep for the district. So it's a safe Dem district, and we have the opportunity to get rid of an embarrassingly corrupt incumbent and replace him with another Democrat.

Yes, let's clean our own house too. I am all for getting rid of corrupt dems.
