Here is one GREAT idea!

"Webb should deliver his address to that same jam-packed and receptive chamber on the floor of Congress as the President was granted...and which the opposition party, proudly owning majorities in both chambers of the co-equal branch of Government, now deserve to lay out their vision for the country."

and it's a bad idea for historical precedent.

When we get the White House back at some future date, do we want a Bob Dornan to deliver a speech to a joint session of Congress?

The protocol we have now works just fine. Webb will deliver a bang-up response to Shrub and it will be televised all across the nation. No need at all to break tradition and set up a precedent we would regret later on.

Constitution, Article 2 section 3:

Section. 3. [prez] shall from time to time give to
the Congress Information of the State of the Union,
and recommend to their Consideration such
Measures as he shall judge necessary and expedient ....

By tradition, he's invited to give a speech on the matter. 
But there's nothing saying he couldn't fulfill this by an
e-mail.
