Most polls place Bush's approval in the low 30s. Is this the floor?
It is very interesting to look at polls that have levels of approval and disapproval. For example this WP poll from Jan 19:

The "Strongly Approve" is down to 17% and is outnumbered 3 to 1 by "Strongly Disapprove"
I'd say screw the 17% - they are seriously deranged. Better to persuade the 14% "Somewhat Disapprove" to get more outraged and the 16% "Somewhat Approve" to get more embarrassed.
