--- I believe it was attributed to FDR, but if anyone knows otherwise, please weigh in. I find this particularly useful in properly understanding the Bush "administration." Rove's gameplan of "plausible deniability" is especially vulnerable to this more realistic rule of thumb.

--- Another useful litmus test for reasoning out political events is this one: In seeking to determine why something was done, one should forget about the "Why?" question, and focus on the answer to "What has been the effect of its having been done?" That generally answers the original question of intent.

1. I've always heard it attributed to FDR, too.

Of course, many quotations are attributed to several sources, don't know if this is one of those.

"Why invade Afghanistan and oust the Taliban?" is a "Why?" question, as is "Why invade Iraq and oust Saddam Hussein?"


"What has been the effect of ousting the Taliban?" bears thought, as does "What has been the effect of ousting Saddam Hussein?"
