Wanker - is British for sad, masturbating man,it is a post watershed word before the watershed we have a cockney rhyme Merchant Banker = Wanker.
We also used the word Tosser, which means the same thing.

14. A masterbator
Someone who jerks off.

If you've ever seen someone feigning masterbating in public, that's called "wanking off". I use it whenever someone is going on and on about something they don't know what their talking about or when they're boring the hell out of me.

26. The BBC describes it as 'moderately offensive' and 'almost certain' to generate complaints if used..
before the watershed.

What's a watershed? I'm assuming it's a time of day? :)

Also ended up linking here, the BBC Editorial guidelines on offensive language: http://www.bbc.co.uk/guidelines/editorialguidelines/advice/offensivelanguage/index.shtml

The BBC is just brilliantly awesome.

33. The Watershed on British TV is 9pm....
It is the the time when kids are supposed to be in bed and the programmes with bad language, sex and violence can be shown. The Office (British Version), The Soprano's, Shameless and good British satire are shown on terrestrial tv in the UK after the watershed. The rules for television before the watershed are strict and for family viewing.

9. It's the same thing as a tosser
:)

I was going to leave it at that - substituting one British slang word for another, but I'm too nice.

Basically, to wank is to masturbate, so it would be the same as Americans calling him a jack-off (or jagoff as the poster above did).
