WASHINGTON, March 28 /PRNewswire-USNewswire/ -- Senators John Kerry (D- Mass.) and Chuck Hagel (news, bio, voting record) (R-Neb.) introduced legislation today to provide financial relief as well as increased economic opportunities to America's veterans and reservists who want to start or expand a small business.


The Military Reservist and Veteran Small Business Reauthorization Act of 2007 creates a new, non-collateralized loan of up to $100,000 for businesses harmed by the deployment of a key employee. This bill also fixes a program designed to provide reservist dependent businesses access to low interest loans through the SBA's disaster loan program, expanding the application period for these loans and creating a method of pre-consideration so that businesses can apply for and access the capital they need prior to incurring financial hardship. For small reservist-dependent firms that are unable to take on additional debt, the bill would provide grants of up to $25,000 contingent upon the business providing a viable business plan. Finally, the bill would authorize increased resources for the Small Business Administration's Office of Veterans Business Development.


"When a reservist has to shut his business down because his credit plunged while he was serving in Iraq, Washington isn't keeping its promise to veterans," said Kerry, Chairman of the Committee on Small Business and Entrepreneurship. "Many veterans and reservists choose to continue to contribute to our nation through entrepreneurship, but that transition is not always an easy one to make. My legislation will provide increased training and assistance and help restore some sense of economic security while troops are deployed and when they return."


"The men and women of our Armed Forces perform the ultimate job of protecting this country. It is our obligation to provide these men and women with ample opportunities when seeking civilian employment. This legislation would improve opportunities for members of the reserve component and veterans to establish and maintain successful small businesses," Hagel said.


Kerry also released a comprehensive report today outlining the obstacles facing veteran and reservist entrepreneurs and including specific recommendations for supporting veterans and reservists. This report found that recently discharged veterans are experiencing higher unemployment rates, that reservists are experiencing high rates of income loss during deployment, and that a smaller percentage of small business loans are going to veterans. These findings represent the driving force behind the need for this legislation.


The report calls for increased oversight of federal contracting and considering new steps to increase contracting opportunities for service disabled veterans. Kerry will look at addressing contracting issues in a comprehensive way later this year.

WASHINGTON -- Senator John F. Kerry today plans to submit legislation that would expand federal business loans and other assistance to help reduce the unemployment rate among recently discharged service members, which government statistics indicate is as high as 18 percent for younger Iraq and Afghanistan veterans.

Sign up for: Globe Headlines e-mail | Breaking News Alerts The Massachusetts Democrat, who chairs the Committee on Small Business and Entrepreneurship, is scheduled to unveil the bill along with a report on the economic difficulties facing returning veterans, especially members of the Reserve and National Guard who have put their civilian jobs on hold for repeated deployments.

The study by Kerry's committee staff, based on government data, found that 11.9 percent of recently discharged veterans are unemployed, compared with 4.6 percent of nonveterans; it found that 18 percent of 18-to 24-year-old veterans are out of work, double the rate of their nonveteran counterparts. Meanwhile, an estimated 40 percent of reservists lose income when called up, while the rate is even higher, 55 percent, for reservists who are self-employed, according to the report. At the same time, the share of small-business loans going to veterans from the largest federal program has dropped from 11 percent to 9 percent since 2001.

"After the Vietnam War, many veterans were left behind," said the report, a copy of which was provided by Kerry's office to the Globe yesterday. "Iraq and Afghanistan will yield a new generation of veterans who must not be forgotten."

5. Notch Two for Hagel.
He's the same guy who said Bush should be impeached, right???

He is playing the right cards.

He now has another bi-partisan card to play in the presidential elections game.


I guarantee - by the end of June, this guy will be on the map.

Don't get me wrong. It's a positive bill. It's a hilarious mix of Democratic outreach and Republican capitalism, focused on the group of Americans that everyone feels the most concern about.

If ANY Democratic presidential candidate had sponsored it jointly with Hagel, it would have taken away the thunder. But it's Kerry.

I think this will hurt us.

What REALLY hurt Democrats was when too many BIGNAME Dems sided with Bush on his military decisions in 2003 and 2004 when Kerry was attacking Bush on Tora Bora, his decision to invade Iraq when IWR weapon inspections were working to prove war unnecessary, and when Kerry called for Rumsfeld'd firing.


Think of all the bigname Dems who stayed closer to Bush on his military decisions during 2003 and 2004 and would NOT provide backup to their own party nominee when he attacked Bush's military decisions.

10. How on earth will this hurt us
It is Kerry's bill. He is the chair of Small Business and he held the hearing. These are also very Kerryesqe ideas. He then got a Republican, fellow veteran Hagel as a co-sponsor.

This is not politics, this is why Kerry is in the Senate. I saw the hearing that led to this. This is the type of work he has done for two decades. As to it being "Republican capitalism" I would say it is Kerry Small Business enterpreneurial legislation.

11. This is the fourth piece of "pro-veteran/pro-military" legislation Hagel has introduced
or co-sponsored this month. He is certainly getting his ducks in a row--he will position himself as the Candidate Who Cares About The Troops. I have said before that we must be very wary of him, when he finally makes his move.

12. Kerry is the single best ally for vets
I really can't think of any other elected public servant who has given more time and energy to make sure that the government does right by its vets. Your analysis of this is deeply flawed.
And Hagel is not running for prez.

strongly came out and said that he was going to vote no on the Fox monimation (had it actually come up in committee.) Thank you Senator Dodd. I hope this is something that happens more often that when a Dem is attacked that others actually back that Dem up.

Fox was a contributor to the SBVT and a Bush nominee to be Amb to Belgium, (Withdrawn.)
