Today the organization Thinkprogress.org appears to have

The website claims that, "In September 1991, Aristide said: “The buring tire, what a beautiful tool! … It smells good. And wherever you go, you want to smell it.”
But if we go to the raw transcript of the speech, courtesy of Webster University (founded in 1815) we do not find these words anywhere. When Aristide urges his followers to "give them (The Macoutes) what they deserves, he mention the trowel (symbol of work) the pencil (symbol of education) and the constitution. Not burning tires.
