Does the federal budget deficit now include the Iraq war costs?

If not, why are media outlets allowed to write articles about the deficit which imply praise for Bush without mentioning the omission, as MSNBC does here: http://www.msnbc.msn.com/id/19708023/ ?

Do Social Security dollars mask the extent of our budgetary problems. If so the same question applies!

2. That was my understanding, as well!

Why do we allow the media to uncritically report on the budget deficit without mentioning the fact? I realize that the underreporting of our deficit must be known by most, at this point. I think, though, that discussing the deficit without mentioning the lack does America a disservice.
