President Bush the decider?

He has finally come to the conclusion that "perhaps somebody in the administration did disclose the name of that person" and he says "I've often thought about what would have happened had that person came forth and said I did it."

President Bush has named himself THE DECIDER.
President Bush is the Commander and Chief.
President Bush is the head of the Executive Branch of the United States.
President Bush has signed multiple Executive Orders which have unprecedented effects.
President Bush has ORDERED a former counsel NOT to testify to Congress.

President Bush should have DECIDED to sign an Executive ORDER to instruct whom ever disclosed the name of "that person" to "come forth" and say "I did it"
