Althought many in the media point out that Dick Cheney is most likely the most powerful Vice President in history they fail to mention that Cheney mirrors George H. W. Bush, who himself was the most powerful Vice President up to the time of Dick Cheney. George H. W. Bush may have even been more powerful than Dick Cheney is now. According to the book "Robbing Us Blind" and a Washington Post article from 1981 George H. W. Bush also ran a shadow group during the Reagan presidency. The group was called the White House Special Situatuion Group. About Bush and the group the Washington Post wrote,
"It has been decided that Vice President George Bush will be placed in charge of a new structure for national security crisis management, according to senior presidential assistants. This assignment will amount to an unprecedented role for a Vice President in modern times."
So even though Dick Cheney is a very powerful Vice President he is not the first Vice President to have so much power. George H. W. Bush had a great amount of power during the Reagan presidency.
