I also can't help feeling they are being deliberately (and appropriately) disrespectful by lopping the head off the President of the United States.

1. No, it;s funny.

The tailoring on the pants makes him look like a bandy-legged, bow-legged, short-legged putz. Like a kid wearing his 'deddy's' suit.

The increasingly characteristic "Napoleonic" placement of his Royal Paw over his abdominal region is pretty amusing, too.

And then, there's that slack right Paw, hanging ineffectually at his side, rather like a symbol of his administration.

5. particularly ironic ... after Bush took office in 2001, one commentator said ...

"He'll never be cropped out of a photo again" -- referring to the Oklahoma City Federal Building memorial service, where both Bush and Gore had attended, and Bush had been cropped out of some news pics because he was only the Governor of Texas and Gore was VP and the highest-ranking dignitary there.

Well, we hadn't reckoned on just how unpopular "Dubya" would become.

Funny about the clothing ... I'm sure that's an expensive suit, made to measure by skilled tailors ... and yet it looks awful on him.
