8. My guess: He is carrying secret messages to the top US brass
in Iraq.

Gonzales is a close confidante of Bush. He is there on Bush's behalf. Something big is going on. Gonzales would not go in the heat of the summer without a very good reason. Parliament in Iraq is not in session. There was probably either some message to give to the top brass over there or some information to bring back to Bush that is too confidential to entrust to anyone else.
