What is the basis of Senator Clinton's attack on Obama's health care
proposal? Why would she claim it leaves so many people with no coverage?

1. No mandate. According to Dems, the issue is to make sure everybody has health insurance.

Their plan includes a way to help the poorest to get insurance, to make insurance more affordable for others, AND would force everybody to buy an insurance policy.

Obama does not have the mandate.

5. I still don't get it. She said his plan would leave 15 million uninsured.
where did she get that number? I think Blitzer cut her off before she could explain and Obama reply.

8. I'm still waiting for a source or clear reason for the magic number that
just happens to match the combined populations of New Hampshire, Iowa, South Carolina and Nevada! I've looked over Obama's proposal and I can't find the part where he says he's leaving 15 million Americans out.

It's one thing to say that the other guy's plan won't work and here's why, it's quite another to imply it deliberately leaves people out.

Mud slinging, anyone?

10. I have no idea where the 15m figure is sourced from.but
it is an estimate of the number of people who would choose not to take health insurance and who are not currently covered by Medicaid/Medicare. Those groups might include the young and the reckless or anyone else who might decide it's worth risking it. It's the equivalent of car insurance. Some people just don't think they are going to have an accident.

Obama's reply is that Clinton is not requiring employers to garnish employee insurance payments anyway, so it's mandatory more in concept than execution.

13. It's probably an actuarial figure
How many people would simply not join any health care program no matter how reasonable the cost. 15 million. Because it isn't mandated, those people won't have health coverage, but it's because they won't want it, for whatever reasons. Obama believes you get the program affordable first, and then make it a mandate when you've got majority support.

15. That's what really confused me. Without searching the archives, I have to say my
impression was that supporters of Clinton, Obama and Edwards were saying that the plans were very similar and arguing over who came up with what part of the plan , first. That's a far cry from claiming one plan leaves 15 million uninsured.
