Hillary does not lead Obama among likely voters in Iowa

The stat is an inflated and weird proposition about a certain segment of likely voters, i.e. "certain" or "very likely" to vote.

Leaving out those that are simply "likely" to vote would mean leaving out a whole lot of voters.
