I don't think that he's Al-Qaeda. I think that he has a bargain with Al-Qaeda/Taliban/Fundamentalist Extremists that they'll stay out of his way and he'll stay out of theirs.

Al Qaeda has been a joint project of the CIA and the Pakistani ISI for years. And Musharraf IS the ISI just as the Bush Crime Family IS (historically) the CIA.
