Lone Star Project's Texas Delegate Calculator
Bookmark this, because I am not explaining it AGAIN.

I'm getting rather tired of explaining the Texas delegate apportion system & it's perceived unfairness. So, here's the link to the Lone Star Project's Calculator so you can have something to play with from now until March 4. Have fun, kids!

Why are the South Texas Senatorial Districts getting less delegates than the metropolitan areas (where most of the African American vote is)?

Because the delegates are apportioned according to turn out in 2004 & 2006. Lest you think this is a nefarious plan cooked up by the Texas Democratic Party to screw one or the other candidates, this system has been in place for years. It favors those areas that get out the vote for the Democrats. You spend election season sitting on your ass? Sorry, we're not giving you any delegates. Carrot, meet stick.

In 2004, my SD in South Texas was able to send 6 to 8 delegates to the National Convention. My own county was able to send oodles & skads of delegates (I can't recall the exact numbers.) Why? Because the South Texas machines went into overdrive to get Tony Sanchez elected governor in 2002. In 2004 & to some extent in 2006, we got the carrot.

In the 2004 & 2006 General Elections, however, the State Party decided to focus its GOTV efforts on the major metropolitan areas & essentially told the South Texas counties to take a hike. So, no real efforts were made to GOTV for the Democrats in these election years. Hence, our turn out went way down; the metro areas went way up. Now it's their turn to get the carrot & our turn to get the stick.

8. Past voting behavior determines the number of delegates
Folks, this is what happens on the national scene too. That is why New York gets more delegates to the national convention than Texas, even though Texas has a bigger population and more electoral college votes.

Come on, there's not a conspiracy behind every rule or pattern.

14. And once again, here are the delegates by senatorial district
• 126 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 31 state senatorial districts (each senatorial district being assigned 2 to 7 National Convention delegates based on how well each district had supported the Democratic nominee for President in 2000 and Governor in 2002).
• SD 31: 2 delegates
• SDs 6, 7, 8, 9, 24, 28: 3 delegates each
• SDs 1, 2, 3, 4, 5, 11, 12, 15, 16, 17, 18, 19, 22, 25, 27, 29, 30: 4 delegates each
• SDs 10, 20, 21, 26: 5 delegates each
• SDs 14, 23: 6 delegates each
• SD 13: 7 delegates

I should have read the whole thread first.

Sigh, two whole delegates. Damn this red district.

Oh, well. Still gonna vote. And ya'll will be glad to know I'm going to venture forth from my hermitage to caucus on March 4! No precinct captain business or trying to be a delegate, just caucusing. :)

is actually how it work in other states as well.... although they do it based on Congressional dirtict turnout as opposed to Texas which does it based on State Senatorial Districts.

There is a History in the SDs along the Rio Grenadse Valleyt of Hispanic Americans not voting in large numbers. The Demogtaphics and political Geography of Texas may well conspire to hurt Clinton's chances at a substantial delegate win.

highlight one of the columns, pick a number (say 65), hit tab. the rest of it fills in for you.

25. Those of us involved with the party down here know that it's confusing, and media do a poor job
The main concept is that we award most delegates by senatorial district, of which there are 31, and the number of delegates in each district depends on how many Democrats voted in those districts in 2004 and 2006, to reward the high turnout districts in the GENERAL election. Why? Because that is the acid test that allows us to let the districts that vote Democratic have more voice, as they should.

About another 25% will be based roughly proportionally on those numbers, but will be named at the state convention in June, and will be chosen by the delegates chosen from the caucus system.

It's complicated, but it tries to reward past Democratic loyalty and current turnout and commitment, too.

This is so not meant as an insult to our southern counterparts (I'm in N Texas)...but I cannot tell you how many times her people have been in the local Dallas paper being quoted as saying that she will carry South Texas and Obama doesn't stand a chance because "he has not been south of San Antonio"--saying over and over that the South TX Latino population will push HRC to a TX win.
Obama, on the other hand, has been flooding N Texas with ads left and right, his people started with phone calls WEEKS ago (least in my neck of the woods--first time I ever got a Dem phone call in my 22 yrs down here), he's holding a free public rally in Dallas tomorrow, there was another rally of sorts (minus the Senator but still a public gathering) in Fair Park this past weekend. No word on a HRC rally anywhere in the DFW area at all as of yet.
Going by your post's information, her people are going for the stick and handing the carrot over to Obama on a silver platter!
