A candidate's ability to raise money translates to support from elected officials. The untold secret here is the money exchange between candidates to their respective PAC's in order to support their next election. While individual candidates receive limited funds capped at $2300 for the primary, PAC's can receive far more, so it is beneficial for a Democratic primary candidate to raise a lot of money so they can contribute to delegates' reelection funds. Those contributions equate to endorsements.
This certainly isn't the only reason why a candidate can earn an endorsement, but in many cases it is the deciding factor. "If I scratch your back..." becomes the modus operandi of how this system works.
