4. perpetrators must take responsibility. Victims (we were lied to) may joke about it if they wish to.

In the same way, it was OK for comedians and the public at large to make jokes about Bush's missing weapons of mass destruction. But when Bush himself tried to laugh off his lie ("those weapons have gotta be around here somewhere"), we, as his victims, were justifiably outraged.
