Delegate Counts are not adding up; what's with that?

Delegate Counts are not adding up; what's with that?
First I read that the State totals are different than the CNN totals. Apparently this is mostly because of Lancaster county having discrepancies with the State totals. Then I have to notice that two counties are still sitting at 97%, so I have to wonder how many more votes and which way they will go.

So anyway, I decided to look at the delegate count at CNN http://www.cnn.com/ELECTION/2008/primaries/results/state/#PA

It has 52 for Hillary and 46 for Obama; but there are 158 delegates tied to the primary; so where are the other 60 delegates?

Maybe you're missing delegates are the at-large, PLEO, and add-ons. :shrug:

2. CNN onlt allocates the ones they are sure about and that the reported percentage covers.
So if only 30% has reported in, then they only allocate a proportional chunk of the delegates.
