Ralph Nader Fails to Make November Ballot in Missouri
Constitution Party Candidate Will Appear on Ballot; Progressive Party Comes Up Short in Effort to Secure Placement for Three Statewide Candidates

JEFFERSON CITY - Supporters of Independent presidential candidate Ralph Nader failed to gather the 10,000 valid signatures needed to secure placement on the Nov. 2, 2004 general election ballot in Missouri, Secretary of State Matt Blunt announced today.

Nader's supporters submitted 12,893 petition signatures to the secretary of state's office on July 26. As required by state law, Blunt sent the signatures out to Missouri's local election officials for verification. A review of the final reports submitted to Blunt's office by the local officials showed that Nader supporters obtained 9,006 valid signatures, 994 signatures short of the required 10,000 needed to secure ballot placement.

Supporters of Constitution Party candidate Michael Peroutka succeeded in garnering ballot status for their candidate. Local election officials deemed 11,393 of the submitted 15,334 signatures were valid.

Supporters of three Progressive Party candidates seeking the statewide offices of lieutenant governor, secretary of state, state treasurer and two state representative candidates came up short in their effort to obtain positions on the November ballot. Party supporters submitted 12,672 signatures, 9,623 were deemed valid by Missouri's local election officials, 377 fewer than required for ballot status.

5. I can't stand Nader, I wrote him a letter asking him to not compete
in close states. That said, I have a question about his followers. Suppose he isn't on the ballot in Missouri. Let's assume that he is polling at 3% in MO (this figure is arbitrary). How many of that 3% are going to pull the lever for Kerry because Nader isn't on the ballot? I would think very, very few. These folks will likely see the Dem Party as complicit in Nader missing the ballot. I really don't see them voting for Kerry UNLESS Nader asks them to. Any thoughts?

12. Yes, Missouri does have a lot of
right-wingers. Think Springfield, MO and Branson, MO.

Remember this is John Ashcroft's home state.

13. From what I know of writing someone in as a candidate
the person whose name is being written in must agree to be a write in candidate. He/She must sign a form stating that it is OK for people to write them in as a candidate.

From the MO Secretary of State's website:

http://www.sos.mo.gov/elections/faqs.asp

When is the deadline for write-in candidates?
Write-in candidates must notify the proper filing officer prior to 5:00 p.m. on the second Friday before election day (115.453(4)).

Are we supposed to post the list of write-in candidates at the polling place?
No. The election authority shall furnish a list to the election judges and counting teams prior to election day of all write-in candidates who have filed such declaration (115.453(4)).

Are write-in votes counted for every name that is written in?
If a candidate is on the ballot for an office, write-in votes are counted only for the candidates that have filed a declaration of intent to be a write-in candidate with the proper filing officer. If no candidate is on the ballot for an office, it is not required to file a declaration of intent and votes are counted for every name properly written in.

What if the voter casts a vote for a candidate on the ballot and properly writes in the name of someone for the same office?
An overvote occurs when someone votes for more candidates, including a write-in, than should be selected to fill that office. This results in no votes for that particular office being counted and is called an “overvote”. (115.453.2) Missouri law sets out the procedure for making a duplicate copy of the overvoted ballot, not including the overvoted race and allowing for the rest of the ballot to be tabulated. 115.467.2 and 115.477.3
