Congress needs to wipe the slate clean and re-write FISA bill

throw everything out and start again - quickly.

Think the whole thing through. Data mining 'en masse' without any logic doesn't seem to be cost effective and at the end of the day all this has not produced the desired results to combat terrorism. For instance what research has been carried to prove that this is affective way to determine the real purpetrators? So much time has been wasted on snooping on non-terrorists. Has anyone in Congress actually sat down with the experts? All agencies need to be revamped. Intelligence gathering in this country is rather like some prehistoric dinosaur.
