A very rough side by side comparisons of translations made by Prime Minister Maliki



Literal word by word translation from neutral source:

Iraqi translator:


The faster American troops leave the better. It is the principle of the Iraqi government that all foreign troops leave by the end of 2010. The government and people appreciate the sacrifice of the American people and the allies but now is the time for the Iraqi government to assert its soveriegnty and stand on its own. We look forward to continued friendship and cooperation with our friends and allies. The plan offered by Senator Obama is welcomed and meets the well established principles of the Iraqi Government.


Bush/McCain Translation


The faster America understands that victory is needed the better. In principle the Iraqi government is willing to start discussions a multi year agreement by the end of 2010. By maintaining an American presence in Iraq the Iraqi government will help to reduce oil prices and reduce the sacrifice of the American people. We hope that America will not abandon its friends in Iraq with a troop withdrawal. It is the principle of the Iraqi Government to welcome Senator Obama when he finally fulfilled his long delayed plan to come here.

I mean, it's a clear literal translation right there in your OP that it's all Obama's fault.
