Palin doesn't fail on experience; she gets an "incomplete"
The concept of pass/fail that most voters will understand is from school. You will pass or fail a course based upon all the work you do during the course.

Most political candidates have a record - decisions they have made, votes they have cast, opinions they have expressed. People can judge whether they believe the candidate "passes" or "fails" the criteria for the position being sought by reviewing these decisions, votes and opinions.

In Palin's case, on matters applicable to a Vice Presidential candidate - substantial, weighty issues of national or international scope - she has little or no record of having made any decisions, cast any votes, or expressed any positions on such matters. As such, I would have to declare her work to be "incomplete".

McCain, on the other hand, has a sufficient record - he just outright fails.
