balancing the budget (I've no clue if she did or not) is entirely different than having debt.

they don't mean 'balance the budget' in some technical accountant sense

they mean 'live within your means' and she didn't.

Not until she took the reins of a state so rich with oil money that even she couldn't spend it all.

4. Easier to do in Alaska - she taxed oil companies on windfall profits

Alaska rec'd about $10 billion in taxes from that alone on a $12 billion dollar state budget for LESS THAN 1 million people. 12 cities in lower 48 are bigger in population and budgets.
