DAYTON, Ohio (AFP) — Democrat Barack Obama on Tuesday accused White House rival John McCain of having done nothing in three decades in Congress to improve US schools, expanding a vitriolic offensive on the Republican's maverick credentials.

In excerpts from a speech here detailing his own plans to improve public education, Obama zeroed in on an issue of major concern to voters worried about failing schools and soaring university tuition costs.

"In the past few weeks, my opponent has taken to talking about the need for change and reform in Washington, where he has been part of the scene for about three decades," Obama said of McCain, a 26-year veteran of Congress.

"And in those three decades, he has not done one thing to truly improve the quality of public education in our country. Not one real proposal or law or initiative. Nothing," the Illinois senator said.

4. most government services are administrated at the local level
so, when we have federal "tax cuts" without cutting the need for those services, the local economies have to pick it up either with increases in local tax, or loss of those services.

If we don't increase taxes or approve municipal bond issues, we also fail to hire additional police, fire, and other civil service, or to provide adequate COLA and even just wage to our existing civil servants.

Tax cuts are service cuts. Why are there problems with the Federal Highway Trust Fund? Who raided that lockbox? Why is nearly EVERY SINGLE SCHOOL IN TEXAS saddled with clapboard annex trailers for makeshift schoolrooms?

Schools are a notable symptom but there are many other symptoms of the illness of "tax cuts". It costs money to run a government, to administer safety, security, and worthwhile oversight to our shared resources.

Thank every person who ever supported a tax cut for our failing schools, failing highways and bridges, failing economy. Thank Ronald Reagan for back to basics, eliminating "civics" and arts programs first, eliminating the teaching of critical thinking as the first step of creating pre-adolescent holy rollers and social conservatives. Thank conservative school districts and their leadership for giving us christian madrassas instead of public schools and trying to lard us with creationism and abstinence year after year after year, without pause.

There is a whole lotta mess we gonna have to clean up.
