This is why you build a SURPLUS when the economy is good
Had these problems occurred in 1999, the economy could have handled the bailouts. Maybe you run a little bit of a deficit in the short term in order to kick start the economy again, but things would remain reasonably stable.

When you inherit a surplus, let your corporate fat cat buddies loot the treasury for profit, pay for an obscenely expensive war of choice, and run huge deficits all the time, its a lot harder to handle a crisis. Now we're just digging deeper and deeper holes.
