How do they choose the audience for the town hall debate?

I don't like that the debate is being held in the very red state of TN. I know Memphis has a lot of democrats but I'm not sure about Nashville. I know that all of eastern TN is very red. I just don't understand why they are holding all of the debates in red states. The other times the audience can't participate so it probably does not matter as much. This time it is different.
