Probably a stupid question ... but Why is Louisiana Red ?

After Katrina, you would think that people learned their lessons?

How come 538.com shows the Louisiana Senate race as pure Blue?

Give me some insight information please ...

1. A theory...
The number of displaced residents post-Katrina were largely the poor and minority communities, costing the Dems a lot of votes.
