5. I confirm your observation
I saw that also.

I guess I don't know the 'new' flag protocol. One day at an auction I was looking over a hay wagon of stuff, and found a small, dirty, very ragged flag. I noticed an elderly man standing next to me, and picked it up, commenting, "I should take this up to the auctioneer's office. This really shouldn't be sold like this, it should be burned up at the VFW."

The man replied, "You know, I'm a veteran and you should be shot for that statement."

6. According the the US Flag Code, yes it is... (code & link incl)

My father a WWII Navy vet is the one that taught me about the Flag code. My DH learned from his father (another WWII Navy Vet). Sadly too many Americans don't know or care any more. I must say though for a party that wraps themselves up in the flag and declares they're more patriotic then Dems they sure treat and wear an awful lot of stars and strips inappropriately.

~~~~~~~~~~~~~~~~
Here's just a snippet from the code appropriate to the discussion.
http://www.ushistory.org/betsy/flagcode.htm
§8. Respect for flag
No disrespect should be shown to the flag of the United States of America; the flag should not be dipped to any person or thing. Regimental colors, State flags, and organization or institutional flags are to be dipped as a mark of honor.
4. The flag should never be used as wearing apparel, bedding, or drapery. It should never be festooned, drawn back, nor up, in folds, but always allowed to fall free. Bunting of blue, white, and red, always arranged with the blue above, the white in the middle, and the red below, should be used for covering a speaker's desk, draping the front of the platform, and for decoration in general.
5. The flag should never be fastened, displayed, used, or stored in such a manner as to permit it to be easily torn, soiled, or damaged in any way.
6. The flag should never be used as a covering for a ceiling.
7. The flag should never have placed upon it, nor on any part of it, nor attached to it any mark, insignia, letter, word, figure, design, picture, or drawing of any nature.
