Corporations hold property much longer and are able to transfer control easily without an outright transfer of title which would trigger the new, higher assessed value. Individuals have less control over how they transfer ownership, much less WHEN they transfer ownership. If you have to move, you have to buy a new house. So, as I understand it, many very large very wealthy corporations pay property taxes on million dollar properties based on ancient (1980s) valuations that are a fraction of the real value, while a family making 70,000 dollars a year pays property taxes based on a valuation of 600K, which is what they had to pay for the 1100 sq foot house they moved into last year.

Ask the governor if that's an accurate characterization of how unfair property tax is in CA and if he thinks something should be done about it (why should the people struggling the most bear the biggest burden?).

(2) Ask the governor what it is about TX that he admires so much that he wants to rebuild CA in its image. In the Gov' debates he said that that's what CA should do.

(3) Ask him why he wants to re-privatize the energy markets when it worked out so poorly last time.

(4) Ask him why he cut off funding for the SoS's efforts to fix the problem with unauditable e-voting. Ask him how he feels about the Atty Gen's suit against Diebold.

(5) Aks him if he believes that FDR was right: that you cant have a strong, safe American unless its citizens are doing the best they can possibly do.

Recent college grads buying their first house are the people paying the highest property taxes. The more recently you bought your house in a market with inflating prices, the higher your tax relative to your neighbor who might have bought their house years or decades past. And, if your a first time house buyer who can reasonably expect to only make more money year over year, you're never poorer than you are that year. But when you make a little money, you move and get saddled with a new recent tax valuation.

The only people the current code helps are really old, rich people and corporations who never sell their property.

It's hard to get ahead if you're unfailry burdened by taxes like that. There's got to be a better way to assess taxes.

40. Being able to afford skyrocketing housing prices is a separate issue...
...and probably has to do with the ridiculous amount of risk mortgage lenders are willing to take on thanks to the fact that the Federal government is the insurer of what should be the riskiest loans for banks (Fannie Mae loans). Therefore, they're willing to push the risk farther up into the middle of the market and lend ridiculous amounts to average income people. If you aren't willing to take on the risk, you don't get a house.

The tax issue is something else. It's the way the government shifts the tax burden off rich people by taking advantage of inflating home prices for middle class people.

If the government adjusted valuations at regular intervals so that property tax always reflects current valuations, and if they made sure that business property was taxed at least as aggressively as residential property, there would be one of two results:

(1) the state would get more revenue, because a lot of property escaping fair taxation would be captured. With that extra money, the state could do way more stuff, which would make society wealthier, healthier and better educated. Hopefully, that would result in better paying jobs, and more opportunities for people. Now, if the state invested in public transportation, housing prices could go down because it would broaden the geographic area within which there would be competition for homes.

(2) The state could try to get by with the same amount of revenue from property tax, and by apportioning it more fairly, property tax would drop for lower and middle income homeowners, thanks to all the new revenue from the rich and from business property. In theory, some of that new money might be used to drive up house prices even more, since people will have even more discretionary income.

But, the point isn't to do this for housing prices. The point is that the property tax burden is apportioned in a way that is ridiculously unfair with new home buyers (who have low incomes) paying the greatest property taxes, while corporations and long-time residents might pay lower property taxes than your average first time home buyer!

If the state needs more revenue, this seems like a great place to start since it's so inequitable.

Gosh, I don't know enough to know what to ask. The only questions I want to have answered are offensive. Like what about that Bustamonte law suit. Or what happened in his hotel meeting with the energy executives. And something about a guy in San Francisco who he's trying to get on some board to try and push electronic voting. I'm a dummy. Just remember to bring bleach for afterwards. Think of him as an actor, and you'll do just fine. :)

Then, Schwarzenegger purchased the rights and all extant copies of the original film.
