What happens (IF) when (can he?) Bush makes generalized pardons for his misAdministration
the Cabinet, employees of the Justice Department, CIA, FBI, DEA, NSA, service staff of the White House? And what if the pardons are worded "for any possible, or perceived criminal activities"?

I think Rove and company are going to get the Golden Ticket on 1-20-09, the end of an error.

Is a "pre-emptive" pardon Constitutional, i.e. do you have to be convicted before you can be pardoned.

and no one can do a damn thing about it. I believe Nixon's pardon from Ford was also worded to include anything that might be discovered as criminal in the future.

So it will be officially over for prosecuting here in the United States anyone that gets a pardon. Note that a president's power to pardon is unlimited and unchallengeable. No one has to qualify for a pardon. The use of the pardon is at the complete discretion of the president for whatever reasons he chooses.

A presidential pardon does not preclude trial for war crimes and crimes against humanity in the International Criminal Court.

He can, and doubtless will, pardon individuals. But generalized? Can this be?

a challeng in the Supreme Court.

He also plans on signing a lot of executive orders that will go into effect AFTER he leaves office. Obama can undo any of them, but what a mess. The gift that keeps on giving.

Any talk of Bush wanting to make the transition easy for Obama is bullshit. He's going to do everything he can to cripple Obama.
