"Contempt of Cop" A New Policy
I would like to think that the tone of President Obama's campaign and his Admin has in some small way helped bring this change in thinking about. Regardless its a much needed improvement.

Chief Reins in 'Contempt of Cop' Arrests

Albuquerque police officers are being told they'd better have a good reason when they arrest someone for "refusing to obey."
Chief Ray Schultz issued a new policy to the department last week, instructing officers that they are not to charge someone with "refusing to obey" unless that person is already being arrested on another crime or is physically keeping the officer from carrying out his duties. It instructs officers not to arrest someone for refusing to obey simply because of something the person said, with the exception of "fighting" words that threaten the officer....

1. Police have used this charge for a long time
If they're trying to arrest you and you fail to stop when told or refuse to identify yourself, they'll add "refusal to obey a police officer" as one of a long string of charges against you. "Resisting arrest" is another one.

2. Good! There's never anything wrong with changing rules to reduce the number of bullshit arrests.
The "Contempt of Cop" arrests reek of abuse of authority.
