If I were going to have the AG indict Bush on Jan 20th
I wouldn't be publicly discussing anything about it at all until then to lull the Resident into thinking he's safe, exactly like Obama's (not) doing. If Bush truly thinks he's safe, he won't preemptively pardon himself before leaving office. Of course it's equally possible that Bush will walk away unscathed from the last 8 years. But if I were going to have him investigated and prosecuted for war crimes, I'd keep it extremely under the hat until he's out of office first.

Just my hopes for the future of our War Criminal in chief.

I mean, I'm pretty sure, based on certain past experiences in NY and IL that governors can't.

for Iran-Contra, basically shutting down the criminal investigations?

If Nixon could've pardoned himself, he wouldn't have needed Ford to do it for him.

9. He would have been impeached and removed if he pardoned himself.
Pardoning himself would have directly resulted in him being the 1st president to be impeached and removed from office.

Nixon made a deal to resign and get pardoned rather than be impeached.

Six individuals involved in iran contra were pardoned by Bush I: former sec of defense Caspar Weinberger; former assistant secretary of state for Inter-American affairs Elliott Abrams; former National Security Adviser Robert McFarlane; and Duane Clarridge, Alan Fiers, and Clair George, all former employees of the Central Intelligence Agency. All six had either been indicted, convicted, or had entered guilty pleas relating to iran contra.

10. The grand jury technically does it but the grand jury almost always does what the prosecutor says

That function is left to the US Attorneys. And while the US Attorneys do report to the AG, after the last eight years, I'm a bit sensitive to any suggestion that the independence of the US Attorneys should be compromised by their having to seek indictments at the direction of the AG.

But if he were going to, you are correct that the best thing to do would be to keep it on the down low.
