Krugman: Fighting Off Depression - and the New Tax Cut Proposal

Fighting Off Depression

By PAUL KRUGMAN
Published: January 4, 2009

“If we don’t act swiftly and boldly,” declared President-elect Barack Obama in his latest weekly address, “we could see a much deeper economic downturn that could lead to double-digit unemployment.” If you ask me, he was understating the case.

snip
It turns out, however, that preventing depressions isn’t that easy after all. Under Mr. Bernanke’s leadership, the Fed has been supplying liquidity like an engine crew trying to put out a five-alarm fire, and the money supply has been rising rapidly. Yet credit remains scarce, and the economy is still in free fall.

Friedman’s claim that monetary policy could have prevented the Great Depression was an attempt to refute the analysis of John Maynard Keynes, who argued that monetary policy is ineffective under depression conditions and that fiscal policy — large-scale deficit spending by the government — is needed to fight mass unemployment. The failure of monetary policy in the current crisis shows that Keynes had it right the first time. And Keynesian thinking lies behind Mr. Obama’s plans to rescue the economy.

But these plans may turn out to be a hard sell.

News reports say that Democrats hope to pass an economic plan with broad bipartisan support. Good luck with that.

In reality, the political posturing has already started, with Republican leaders setting up roadblocks to stimulus legislation while posing as the champions of careful Congressional deliberation — which is pretty rich considering their party’s behavior over the past eight years.

More broadly, after decades of declaring that government is the problem, not the solution, not to mention reviling both Keynesian economics and the New Deal, most Republicans aren’t going to accept the need for a big-spending, F.D.R.-type solution to the economic crisis.

The reason that Obama's tax cut plan is so large, 300 Billion dollars, is partly because it is an offer that the Republicans will not be able to refuse.

In order to keep Deflation at bay, the tax cuts will be provided incrementally via reducing the income tax deducted from payroll checks. That way, there is no lump sum to "save" as was the reason given why Bush's tax rebates were ineffective. Instead, the money will be injected into the economy on a daily basis as people get their checks, and there will be an additional 450 billion that will go into infrastructure projects, Green Technology, and health care modernization. The tax cuts are not aimed at the wealthy or corporation, rather they are aimed at middle class and lower wage earners and small businesses.

1. Cutting payroll taxes on people making $10 per hour like my daughter
That freakin' helps a lot, and helps right away. Much more than a rebate check, or a tax cut to some wealthy bastard who would just hand it to a Madoff type.

2. Yep.....it does.
I think that this plan is gonna work just fine, IF, like Krugman said, it is done timely without a lot of Republican Obstruction. The GOP is going to demand hearings and all kind of bullshit, but if they do, they are going to end up being the cause of this shit not working as it could. What they and the press haven't yet thought about is how Obama is going to go to the public with his package, and sell it to us first. They are underestimating part of Obama's strength in political campaigning directly to the people. They keep thinking they are dealing with a Dumb Bush, but they aren't.

5. Yeap, the idea helping the middle class via proxy of the rich (trickle down economics) is going to..
...be a hard sell seeing that's it's a main political posture of the reich.

If people see that helping the rich first isn't a viable thing long term fiscal reThugs can go the way of the whigs along with the social fundie nuts.

3. This is an offer that the Republicans can and will refuse, quit easily.
Obama thinks he can just use his charm to convince Republican Senators and Congressman to vote for him. That is just not going to happen.

6. I'm yawning and fogging up your Chrystal ball.
You are underestimating the Obama at your own peril.

And I have you pegged as a naysayer, not an EconomicLiberal whatsoever.
Your aim is to spread malcontent about Obama's economic plan,
without providing the details on Obama's economic plan.

I'm here to counter your handiwork in your spread of naysaying propaganda.

4. Krugman gets it!!! "while posing as the champions of careful Congressional deliberation"
It's hard to believe democrats in office are too lazy or too naive to NOT see reThug strategy when it comes to 80% of what they do.

ReThugs head fake all the time, democrats fall for it ....all the time instead of calling them on it publicly!!!

7. Let me know when the GOP win on blocking the Stimulus package.
because that's not what has happened thus far.

Krugman is hoping that it won't....and telling us that we need to insure that congress acts in posthaste on this.

Our job is to contact our congresscritters and tell them not to slow this shit down.
Our job is certainly not to become part of the group, such as the GOP, that starts to criticize and naysay the stimulus package just because we can theorerize. Krugman is saying that time is of the essence....Obama understands that, which is why he is going to make sure that the obstructionists can't turn him down...not based on his charm, but based on the GOP's constituents demanding that the GOP get out of the way of it.
