75 billion goes to the States - Repuke talking point

So Graham and all of the other Repub mouth pieces have the daily talking point that 75 billion goes to the States and that isn't stimulus.

Tweety doesn't say a word. But how can a Repub, the supposed defenders of States Rights, argue that 75 billion going back to States, where the people live who pay the taxes, be a non stimulus. Do States paying teachers, police, fireman, fixing roads, etc, not constitute a stimulus?

in tough times not only in America- but in similarly organized countries abroad (like Canada and Australia) for many, many years.
