Why Do Republicants Hate Aid To States?
And would a bill with the support of fifty senators (Vice President Biden can break a tie) be better down than a bill that has been stripped of aid to states and education?

10. Was that a criticism or an answer?
Because it did a pretty good job of answering the OP's question.

2. States are not corporations
The republicans want to choke the government of any support to people. States use the money to assist people.

4. This is a mystery since they are always touting states' rights
whenever they want to weasel out of taking a position on something. Guess it's some kind of love/hate relationship. They love the states when they can use them as scapegoats, hate them when they threaten to ruin the next campaign ad.

7. Currently...
Currently there are 28 Democratic governors and 22 Republican. Do the math the Republicans figure that if the Federal government helps out the states that not only will it make the 28 current Democratic governors look better but if the people connect the help to the Democratic party they may look twice at reelecting the 22 sitting Republican governors. Not to mention how it would effect the make up of state legislatures. In the end maybe it is just because helping the states helps regular everyday people and that isn't really the Republicans concern.

8. Programs they don't like get cut, forcing reduction of government employees
and can also give them an opening to push for privatization. This will give one of their gop cronies opportunity to bid on a contract for a service that had been provided by a government agency. The dog and pony show put on by the repugs will imply that this will save $$$. It's almost as if that expenditure falls off the books. Reality is quite different. Not only will this privatized agency not save the taxpayers money, it may cost even more.
The difference in the world of the gop is that more of the wealth gets funneled up to a few at the top.
