It's All About That 59th Vote
Edited on Tue Mar-17-09 08:54 AM by Dinger
http://thecaucus.blogs.nytimes.com/2009/03/10/brief-stand-up-and-applause-for-franken-at-senate-dems-lunch/

"It is not hard to understand why Mr. Reid is anxious to get Mr. Franken sworn in. Last week, the majority leader got a sharp reminder that even his expanded majority of 58 Democrats in the Senate is not necessarily enough to move important legislation.

Republicans, with the help of some Democrats, unexpectedly succeeded in temporarily blocking a $410 billion spending measure.

Because of Senate rules, controversial bills almost always require 60 votes to overcome filibusters, cut off debate, and proceed to a final vote. Having a 59th Democrat would not guarantee Mr. Reid of legislative success, but on most issues, he would be one step closer to the crucial 60th vote."

1. If the Senate doesn't vote for cloture (to limit debate), then Harry needs
to grow a spine, and make them fucking debate it...the same issue, and nothing else, until he gets those 60 votes.

A filibuster is supposed to be just that...not a cloture vote to limit debate, when defeated, ends debate. Senate rules are screwed up.
