A bill to shift cybersecurity to White House.

Forthcoming legislation would wrest cybersecurity responsibilities from the U.S. Department of Homeland Security and transfer them to the White House, a proposed move that likely will draw objections from industry groups and some conservatives.

CNET News has obtained a summary of a proposal from Senators Jay Rockefeller (D-W.V.) and Olympia Snowe (R-Maine) that would create an Office of the National Cybersecurity Advisor, part of the Executive Office of the President. That office would receive the power to disconnect, if it believes they’re at risk of a cyberattack, “critical” computer networks from the Internet.

Random thoughts…………

This comes as ZERO surprise to me. Total control is their only goal.

Snarky note number 1: They already took over The Census Bureau, so the next obvious step is grabbing the technological means to take the census itself.

The uber-geek-lib-techies under the spell of President TelePrompTer will do anything asked of them, legal or not and probably are already anyway. This will just make it all nice and legal-like.

This bill won’t be anywhere near stopping at just Federal IT networks or their stand-alone computers.

The administration will use this as the backup or added zinger to pretty much invalidate The 4th Amendment like they’re trying to do with the cell phone privacy case currently in The US 3rd District Appellate Court (Pennsylvania — Case 08-4227).

Anybody’s IP address can already be singled out for shut-down or siphoning. Dissenters beware.

Snarky note number 2: White House control would make it easier for them to install (in the blind of course) all that black-box software like “the phone home for tracking or shut-down” order whenever anyone types in something like “Obama is a Marxist, needs to be called on it and……………………

• Establish the Office of the National Cybersecurity Advisor within the Executive Office of the President. The National Cybersecurity Advisor will lead this office and report directly to the President. The Advisor will serve as the lead official on all cyber matters, coordinating with the intelligence community, as well as the civilian agencies. This section also outlines a number of important functions and authority of the National Cybersecurity Advisor, including the authority to disconnect a Federal or critical infrastructure network from the Internet if they are found to be at risk of cyber attack.

• Develop a comprehensive national strategy for cybersecurity. The Advisor is responsible for developing a comprehensive national strategy for cybersecurity to coordinate Federal and private sector cybersecurity efforts.

• Require a Quadrennial Cybersecurity Review. The legislation will direct the National Cybersecurity Advisor to conduct a quadrennial review of the U.S. cybersecurity program, modeled after the Defense Department's Quadrennial Defense Review, to examine cyber strategy, budget, plans, and policies.

• Require a threat and vulnerability assessment to help us understand the threats and vulnerabilities of public systems and private-sector owned critical infrastructure.


NOTE: I work in information security for a federal contractor. No one has to "unplug" from the Internet if you purchase the proper security equipment. I'm sure a cyber advisor could tell Rockefeller and Snowe that. This bill looks kind of dumb because they don't seem to have the basic understanding of real information protection.
