4. How does a POTUS "negate laws?"
A POTUS can veto a bill that comes before him from Congress.

He cannot, however, "negate laws" that have been previously passed by Congress and signed into law.

Only the SCOTUS can deem a law unconstitutional and null and void.

On the other hand, the Justice Department is supposed to operate with some deal of autonomy from the White House. But yes he does definitely have some control.

That said, in a case that's as highly political as this, somebody at the White House probably should've been watching over the Justice Department.

That's exactly what Bush did and why I, for one, worked so damn hard to get Obama elected, here in the steamy pile of confederacy where I currently live.

3 arms of govt. Hands off the DoJ! Too bad the Bush lifers (Those hired based on their religious beliefs....you know, the Republican hacks)will never leave and some of the appointees refuse to leave as well.

Although, as we see with the Bush Administration, that has not always been the case. The President might legally have some in influence in the long run. But he most certainly would not be writing or advising on the legal briefs. I think everyone already knows that.

If he knew the DOJ was going to give that brief on DOMA and approved it then that is very troubling to me. If he didn't know and has people in the DOJ not consulting the White House on such a critical issue to the left then that should be troubling to President Obama in my opinion.
