took action on 56 in first two years

Wash Post listed 162 Campaign Promises and that he took action on 96% in first two years

Had second best record for getting Legislation passed in first two years.

LBJ First

In third year had worst record. 27%.

Newt + 73 new Barbarians in the House was a Do Nothing Congress per CQ.

5000 Bills/Resolutions
1500 Floor votes
Passed 88 Bills.

Battle between Conservative Repubs and Newts barbarians.

CQ ranked as worst since 1933 Congress.

.... how long did it take for him to fulfill his promises when the nation was falling to pieces (literally) around him.

The Emancipation Proclamation took just a little under two years. I know that.
