Gibbs Notices The 'Brooks Brothers Brigade' At Work

GIBBS NOTICES THE 'BROOKS BROTHERS BRIGADE' AT WORK.... White House Press Secretary Robert Gibbs was asked this morning whether the administration is concerned about the right-wing harassment strategy at public events this month. Gibbs seemed largely unfazed, but more important, drew the appropriate parallel.

{Gibbs} suggested that the opposition is being organized by a small group seeking to create "manufactured anger."

"I hope people will take a jaundiced eye to what is clearly the AstroTurf nature of so-called grass-roots lobbying," Mr. Gibbs said.

In recent days, administration officials and Democratic members of Congress have been shouted down by angry protesters at town halls in Pennsylvania and Texas, an uproar that could grow when lawmakers return to their districts for the August recess.

Mr. Gibbs compared the protesters with the "Brooks Brothers Brigade" that he said appeared in Florida after the 2000 presidential election.

"I seem to see some commonality in who pops up at some of these things," he said, without elaborating. "You can see quite a bit of similarity between who shows up where."


The reference to the "Brooks Brothers Brigade" was a helpful one. Josh Marshall posted an item last night, republishing an email from a Republican friend who explained, "The real precedent is the 'Brooks Brothers riot' during the 2000 recount. The point is to create disorder, but get the media to cast blame on the underlying issue and NOT the protesters. That's what happened during Florida: The 'blame' was on the 'chaos' created by the 'unfair' counting methods brought on by Al Gore's call for 'selective' counting. No blame was focused on the young GOP activists upsetting the process."

How all of this gets reported by news outlets -- locally and nationally -- is likely to make all the difference. If the lede reads, "Rep. Jones faced intense opposition to President Obama's reform agenda today, and had to flee from his own constituents," the public is likely to be swayed in one direction. If it reads, "Enraged right-wing bullies tried to shut down another public discussion of health care reform today," public perceptions will be far different.

Gibbs, then, was subtly suggesting that the blame goes to the responsible parties. It's a message that bears repeating.

Some of those pictured have gone on to other things, including stints at the White House. For example, Matt Schlapp, No. 6, a former House aide and then a Bush campaign aide, has risen to be White House political director. Garry Malphrus, No. 2 in the photo, a former staff director of the Senate Judiciary subcommittee on criminal justice, is now deputy director of the White House Domestic Policy Council. And Rory Cooper, No. 3, who was at the National Republican Congressional Committee, later worked at the White House Homeland Security Council and was seen last week working for the Presidential Inaugural Committee.

No. 1. Tom Pyle, who had worked for Rep. Tom DeLay (R-Tex.), went private sector a few months later, getting a job as director of federal affairs for Koch Industries.

No. 7. Roger Morse, another House aide, moved on to the law and lobbying firm Preston Gates Ellis & Rouvelas Meeds. "I was also privileged to lead a team of Republicans to Florida to help in the recount fight," he told a legal trade magazine in a 2003 interview.

No. 8. Duane Gibson, an aide on the House Resources Committee, was a solo lobbyist and formerly with the Greenberg Traurig lobby operation. He is now with the Livingston Group as a consultant.

No. 9. Chuck Royal was and still is a legislative assistant to Sen. Jim DeMint (R-S.C.), a former House member.

No. 10. Layna McConkey Peltier, who had been a Senate and House aide and was at Steelman Health Strategies during the effort, is now at Capital Health Group.

FreedomWorks, founded in 1984 and described as a 501c4 "grassroots organization," is chaired by former U.S. House Majority Leader Dick Armey. The organization's President is Matt Kibbe. FreedomWorks was formed in 2004 when Citizens for a Sound Economy merged with Empower America.

Citizens for a Sound Economy (CSE) is a powerful industry-funded think tank, promoting deregulation. It was founded by Koch Industries interests and continues to maintain strong links. In 2003, an internal rift between CSE and its affiliated Citizens for a Sound Economy Foundation led to a split in which CSEF was renamed as a separate organization, called Americans For Prosperity.

In July 2004, CSE announced it was merging with Empower America to create FreedomWorks.

Funding

The CSE - which is a 501(c)4 tax-exempt organisation - has a related funding arm, the Citizens for a Sound Economy Foundation (CSEF) which is a 501(c)3 tax-exempt organisation. (See The U.S. tax code and non profits for further details). In its 2002 Internal Revenue Service return, the CSEF listed its total revenue as being $3.9 million. CSEF budget details

According to the annual report filed by the Foundations the board members to the two entities are shared. (The 2002 return also notes three other organisations - the Taxpayer Action League, the Tax Foundation and Citizens for the Environment - are other related entities with the same board members. The Tax Foundation and Citizens for the Environment were, according to CSEF's IRS return, created during 1998).

According to internal documents leaked to the Washington Post, 85 percent of CSE’s 1998 revenues of CSE's $16.2 million came not from its 250,000 members, but from contributions of $250,000 and up from large corporations.

The then CSE President, Paul N. Beckner, rejected the notion that the organisation was a corporate megaphone. "We aren't a group for hire ... There's a bright line that defines our independence. There is only one position we can take on most issues: the one that means less government and lower taxes. We choose the issues we work on, and we decide how that money is expended."

According to Media Transparency, between 1985 and 2002, CSEF received $16,928,712 in 108 separate grants from only twelve foundations:

* Earhart Foundation
* JM Foundation
* Koch Family Foundations (David H. Koch Foundation, Charles G. Koch Foundation, Claude R. Lambe Foundation)
* John M. Olin Foundation, Inc.
* Lynde and Harry Bradley Foundation
* Philip M. McKenna Foundation, Inc.
* Scaife Foundations (Scaife Family, Sarah Mellon Scaife, Carthage)

In 2002, CSEF gained $920,000 in grants from three of these foundations, accounting for a little under one-quarter of the organisation's revenue. The Claude R. Lambe Foundation was the most generous contributing $700,000 for general operating costs while the Scaife Foundation donated $175,000 and the John M. Olin Foundation $45,000.

The Democratic Alliance of Northwest Indiana (DANI ) hosted a meeting with Rep. Pete Visclosky (D, IN-01), on Monday, Aug. 3, 6:30 PM. We invited the public and their written questions. It seems good to share with the Daily Kos readership some lessons we learned.

Bottom line:
• We had an orderly and productive meeting.
• No one stood up, shouted out and sat down.
• At no point was our Congressman or audience rattled.
• DANI accomplished its objective. We provided the public an opportunity to question our Congressman about Health Care and Clean Energy.
• Tea Baggers came out in force, but they failed to disrupt the meeting.
• Local reporters attended.

9. Excellent post with very useful info on stopping the disruptions.
You should post this info in a new thread.

In my opinion this bit of advice from your dailykos link was the most critical in keeping the peace.
The local police were present inside and out, in force. The Congressman didn't call them, nor did DANI. Our meeting was at a library. The Library staff got wind of the Tea Baggers and called the police well in advance. DANI officers were loath to go heavy. But, the police presence proved crucial to success. DANI just got lucky. Don't leave this element to chance.

11. If a U.S. Senator or Representative is going to be speaking and you expect troublemakers
then I wouldn't think it would be difficult to get a few police there. Especially if it's someplace like a public library and library management asks for them. If the rep asks for them then I would think that it would be a done deal.

Of course, I don't know this for sure. Anyone here have any experience with this? Is it difficult to get a police presence at this type of event?
