17. The President Can Designate Protection for His Staff Via Executive Order
Rahm and Gibbsy recieve it already. I see no reason why Axe wouldn't recieve it either.

Many times the Secret Service are the ones to suggest to the President that someone recieve protection rather than the other way around as they investigate and determine the level of the threat.
