Insurance reform, I can do that for about 350 billion over 10 years
100 billion for the most robust enforcement agency probably in history, bigger budget than the FBI this year. The rest is for subsidies for lower income to buy insurance.

Health Care Reform then has some budget room and can be dealt with in a much more comprehensive fashion than it is now. We aren't hardly discussing any part of the puzzle other than how the bills are paid.

1. It isn't against the law for insurance companies to raise premiums faster than inflation.
More enforcement won't stop insurance companies from doing something LEGAL.

2. Index growth to inflation by law. Thanks for the suggestion.

3. It's complicated because insurance companies offer new products every year...

...which may cost more but offer different benefits.

We can keep track of the total amount which is spent on health insurance premiums each year, and know that it's going up much faster than inflation.

But it's more difficult to write a law about raising prices.

If they're banned from raising prices on existing products faster than inflation, then they can replace all existing products each year.
