The problem with explaining the "public Option is two fold.

1. Are you explaining it in theory, or as it is currently written in HR3200 in the house and in the senate HELP Committee bill?
Because if you want to talk about "in theory" you would need to say one set of information, but if you want to talk about it "as written" then you would need a whole other set of information.

2. There are two very different "as written" bills. So they would require two information sets to explain them

Read this article and you will be able to choose which information set you want to use. or you could hybrid them.
